The total budgetary estimate investment is 8 billions yuan, and plan project covers 4107 mu. The first term is invested 2 billions yuan, and covers 1800 mu. The plan project contains one town and four zones: spring town, business conference zone, Gaoyang mountain theme park zone, folk culture square zone and hot spring culture zone.
